La « garde rapprochée » du responsable de SAAQclic, Karl Malenfant, « tenait le haut du pavé » dans l’appel d’offres pour la transformation numérique de la SAAQ où du « favoritisme » avait été relevé envers le géant allemand SAP, qui a finalement remporté le contrat.
C’est la conclusion à laquelle est arrivé un ancien contrôleur financier de la société d’État.
Alertée quant au non-respect de certaines clauses du contrat de SAAQclic, la direction des finances de la SAAQ ne voulait « rien entendre, rien voir, rien dire ». Pendant ce temps, le fournisseur privé « avait très faim et voulait être nourri » par les fonds publics.
